Message from the desk of the Secretary
In 1980, when the Assam agitation was at its peak for deportation of illegal migration, the then General Secretary of Lawyers' Association, Guwahati took the initiative to bring together all the Lawyers' Association of Assam to form the All Assam Lawyers' Association in co-operation with dedicated Gandhian and the then President of Lawyers' Association, Nagaon Late NaranarayanGoswami with support from Nagaon Lawyers' Association, Tezpur Lawyers' Association, Dhubri Lawyers' Association, Sibasagar Lawyers' Association, Tinsukia Lawyers' Association, Golaghat Lawyers' Association etc.. The first meeting at Guwahati in the year 1981 was a grand success and a historic one and thus formed the Association.
Hon'bleMr. Justice E.S. Venkataramiah, Former Judge, Supreme Court of India, Hon'ble Mr. Justice D.D. Pathak, former Chief Justice, Orissa High Court, Hon'ble Mr. Justice V.M. Tarkunde, former Judge, Bombay High Court and an eminent Senior Counsel of the Supreme Court of India and many other distinguished legal luminaries graced the meet of the Association by their kind presence which was held on 18th and 19th of April, 1981.
In the year 1982, the conference was held at the initiative of Nagaon Lawyers' Association wherein the eminent senior counsel and jurist Sri Ram Jethmalani and former Law Minister of India, our own dearest member Late Dinesh Chandra Goswami graced the occasion. Thereafter, biennial meet of the Association held at Tezpur, Tinsukia, Jorhat, Dibrugarh, Bongaigaon, Guwahati, Margherita, Golaghat etc. and a galaxy of legal luminaries graced these meets.
The Association from its very beginning has been urging the His Excellency the President of India, Hon'ble the Chief Justice of India, Hon'ble Prime Minister of India and other high dignitaries for the establishment of a Permanent Bench of the Supreme Court of India for the welfare of the people of North East India.
During the period of nineties, when the army atrocities were at its peak for the problems created by insurgencies, then the Association made good will visits to bring peace to these affected areas. The Association also took part in bringing peace after the communal riots took place in the year 1992 in Nagaon with the support of Nagaon Lawyers' Association. In the year 2001, the Association visited the disturbed areas of Karbi Anglong assisted by Diphu Lawyers' Association to bring back and maintain peace in areas which had experienced racial violence. The Association always raises its voice whenever there is a threat to the integrity of Assam.
Article 233 of the Constitution of India provides for filling up of one third of the Posts of District & Session's Judges from amongst the lawyers' who have practiced for seven years or more. The Association had filed a "WRIT" petition in the Hon'ble Gauhati High Court and thereafter the Hon'ble High Court had appointed some District Judges. The Association had already submitted a Memorandum before the Hon'ble Chairman, Review Committee, Armed Forces (Assam, Manipur) Special Power Act, 1958, which is popularly known as Justice Jeevan Reddy Commission.
The Association also put pressure upon the Government of Assam to implement the Notaries Act and as a result of this the Notaries Act had been passed and now in all districts the Notaries are functioning. Again, as per the resolution in Tinsukia, the Association advised the Bar Council of India to implement the dress code of white shirt and Trousers with ties instead of the black coat at least for the period of 1st April to October in the country. Now, the saiddress code had been implemented in all lower courts for the above mentioned period.
The Association is offering free legal aid with effect from 2nd October, 1990 and its different affiliated Associations are rendering free legal aid to the poor people.
In 1994, the Association requested the then President of India to appoint Hon'bleMr. Justice R.K. Manisana Singh as the permanent Chief Justice of Gauhati High Court and Hon'ble Mr. Justice Manisana Singh became the first person of Manipuri original to be the Chief Justice of the Gauhati High Court.
The Association has been demanding to make necessary arrangement for providing pensions to deserving old Advocates which is already in force in some other states of country. As a result, the legislation for the welfare of lawyers' had been passed. However, budgetary provisions are yet to be fulfilled.
The Association also has taken various measures for the up gradation of legal knowledge for the young lawyers by organizing Seminars, work-shops and skill development programs etc..
The Association has also taken serious academic research regarding the history of our Judiciary and as a result of that endeavour carried out by "Omeo Kumar Das Institute of Social Change and Development", the Judicial History of Assam had been published and this research work has been acclaimed by all the learned scholars. The Association had also organized a National Seminar at 'Chinmoy Enclave' New Delhi upon the topic "To Draw a Road-map for illegal Foreigners Problem of Assam" and it has drawn a huge response from the all concerned.
In 13th November, 2016 the Association, in co-operation with Bar Council of India had successfully organized a National Seminar at Machkhowa, wherein, Hon'ble Justice from the Supreme Court of India as well as the Chief Justice from the Gauhati High Court, Meghalaya High Court, Manipur High Court and eminent Senior Counsel of the Supreme Court of India Padmabhusan Sri P.P. Rao, Hon'ble Chairman, Bar Council of India Sri Manan Kumar Misra, Sri S. Prabhakaran, Co-Chairman, Bar Council of India took part in the Seminar and all the legal fraternity were immensely benefitted by their valuable speech.
The Association alsoorganized an Work-shop on the 'Witch-Hunting' at Bongaigaon and has been pressing the Government of Assam to pass a legislation in this regard so that this evil practice of some community will come to an end.
It is pertinent to mention here that the Association took bold step for amendment of Assam Judicial Service rules by introducing local language as a compulsory subject for A.J.S. examination. As a result of this effort of the Association the state of Assam has been immensely benefited.
In the month of February, 2017 the Association organized its 15th Bi-ennial conference at Barpeta in association with Barpeta Bar Association where Hon'ble Judges from the Supreme Court of India, High Court, Chairman, Human Rights commission etc. took part and it is hoped that with the deliberations from these legal luminaries the legal fraternity will immensely benefitted.
AALA started to publish it's sovereign in the name of "NYAYJYOTI" from Barpetaoccasion independently,now it is continuing for 2nd occasion.
AALA raised voice strongly on issue of flood problem,big dam, inter-state border,killing of one horn rhino.
AALA submitted memorandum to stop the Citizenship Amendment Bill, 2016 before the Joint Parliamentary Committee.
